Plans for River Basin and Marine Management

The river basin and marine management plans aim to keep surface and groundwater in good condition for future generations. The main responsibility for planning lies with the Finnish Supervisory Agency. Similar plans are prepared in all EU countries in six-year cycles.

River Basin Management Plans

River Basin Management Plans are prepared for all seven mainland Finland's river basin districts. Plans include more general water-related information, and the responsibility for preparing them lies with the Licensing and Supervisory Authority. Programmes of Measures for River Basin Management

Programme of Measures include more detailed information on the measures needed for water management. The river basin management measures can also be found on the map  in FInnish (etpo.fi).

Marine Management Plan

The marine management plan is prepared for Finland’s territorial waters and exclusive economic zone. The Ministry of the Environment is responsible for preparing the plan in cooperation with the Ministry of Agriculture and Forestry and the Ministry of Transport and Communications

Marine Management Plan and Baltic Sea Action Plan in Finnish

Baltic Sea Action Plan

In addition to the national river basin and marine management’s programmes of measures, the Baltic Marine Environment Protection Commission has a Baltic Sea Action Plan. It includes 199 measures to improve the state of the Baltic Sea. The action plan (2009) was updated in 2021. Many of the measures are similar to the national river basin and marine programme of measures and are largely implemented together.
