Annual reporting on certain waste exports

The waste exporter is obliged to keep records and report on oil waste, construction and demolition waste and municipal waste exported for recovery from Finland. A summary of the waste recovered in the previous year must be submitted to the Finnish Environment Institute. Data are collected for monitoring the achievement of recycling targets and EU reporting.

Who is obliged to report?

The obligation to keep records and report applies to the notifier in an international shipment of waste subject to a permit, and the organiser of a shipment of green waste. Section 117c of the Waste Act (646/2011) lays down provisions on the obligation of parties shipping waste to another country to be aware, keep accounts and provide information.

What is reported?

The reporting obligation applies to waste oil, construction and demolition waste and municipal waste exported for recovery. Municipal waste and construction and demolition waste for which the producer is responsible for organising waste management are excluded from the reporting obligation. 

In this context, recovery means:

  • preparing for the re-use or recycling of municipal waste
  • preparation for, recycling, use for backfilling or other material recovery of construction and demolition waste; and
  • regeneration and other processing of waste oil.

The data to be reported include the following:

  • identification of the waste exporter, producer and treatment facility
  • quantity of waste shipped to another country
  • waste code
  • verbal description of waste
  • type of waste
  • the activity in which the waste was generated
  • description of waste treatment.

The type of waste oil exported from oil waste is also reported.

Reporting schedule

A summary of the accounting data for waste exports from the previous calendar year must be submitted to the Finnish Environment Institute by the end of February each year. The first report concerns data for 2022.

How to report?

The information to be reported is indicated in the reporting section of the Finnish TFS system maintained by the Finnish Environment Institute. The system is in English. Log in to the system through the Suomi.fi service. Identification is possible using online banking codes or a mobile certificate.

To log in:

  • basic company information must be added to the system before logging in. A request to add a company to the system is sent to wastereports@syke.fi.
  • the person logging in has an authorisation in the Suomi.fi service granted by a person with the right to sign for the company .
