Current information on changes of the CITES legislation and other subjects concerning trade in and transport of CITES species, both inside Finland and the EU, and export and import over the outer borders of the EU.

1. The prices of CITES permits and certificates have changed in Finland

The Decree of the Ministry of the Environment about the Finnish Environment Institute's paid services (1252/2025) was published 8.1.2026.

The new prices of the most common permits and certificates: 

  • EU certificate 57 €
  • Import or export permit or re-export certificate 890€
  • Special permits 170 € (musical instrument certificate, travelling exhibitions certificate, personal ownership certificate, sample collection certificate)

2. CITES ePermitting Service 

CITES permits and certificates can be applied electronically in the CITES permit application service. Suomi.fi identification is used to log into the service.

The application forms (pdf) are still an alternative for applying permits and certificates. Certain special permits can still only be applied with pdf application forms. The original paper copies of the permits and certificates will be posted to the applicants by ordinary mail also in the future.

The CITES convention (Convention on International Trade in Endangered Species of Wild Flora and Fauna) and the EU CITES legislation regulate trade in endangered species in the EU and import and export over the outer borders of the EU. The CITES legislation lists over 40 000 species. It concerns live and dead CITES specimens, items, products, and musical instruments made of them. Among exotic plants and pets are also many CITES species that require CITES permits or certificates when travelling.

3. EU Commission has published the new Suspension Regulation 

EU Commission Implementing Regulation or the Suspension Regulation (EU) 2023/2770 of 12 December 2023 is prohibiting the introduction of specimens of certain species of wild fauna and flora into the Union. The Regulation lists also the species for which the prohibition of the introduction into the Union is no longer required.

4. EU has already strict rules in ivory trade, but aims to ban most of the EU trade in ivory
