The regulations, guidelines and recommendations of the built environment department are published as municipal letters. In addition to this, municipal letters contain the Governmental decisions and decrees on housing and building not published in the database on Finnish consolidated acts and degrees.
Product cards are drafted by the built environment department and they contain details on State-subsidised housing loans and the loan limitations.
Municipal engineering allowance
The State promotes housing production in growing areas with allowances granted for infrastructure development. The allowance can be granted to municipalities in the capital area, as well as municipalities near Tampere, Turku, and Oulu . The grants are awarded for the construction of roads and other transport routes in and to the residential areas, for park construction project, and for infill construction measures.
The maximum allowance amount is 30% of the overall costs of the project and its aim is to launch and speed up the construction of new residential areas as well as infill construction. When granting allowances, priority is given to projects that speed up the inauguration of new residential areas and infill construction most in areas where the shortage for plots is most severe.
The allowances are granted by the Housing Fund of Finland (ARA).
