Import and export of banned or severely restricted chemicals

The export of banned or severely restricted chemicals is regulated by the Rotterdam Convention.

The principle of PIC (Prior Informed Consent) requires exporters trading in a list of hazardous substances to obtain the prior informed consent of the authorities in the importing countries  before proceeding with the export. Exporters must also make a notification to the authorities of the importing country about the first export during each calendar year of each listed chemical. The notification is made to the exporting country's authority on the European Commission database EDEXIM. The new EC Regulation 689/2008 replaces the old EC Regulation 304/2003 as from 1 November 2008. Annex I has been updated twice year 2010 (15/2010) and (196/2010).

The Finnish Environment Institute (SYKE) is the designated national authority responsible for the export of banned or severely restricted chemicals.
